I am tall, good-looking younger guy (23). Where and when would be the best place to meet older women? I am thinking nicer bars on weeknights.
I love older women and I've found nice hotel bars, jazz lounges, and upscale bars to be the best places to meet them. If you can find one of these spots that has a good ratio then it should be pretty easy for you. I'm lucky in that I found a bar / dance club near me that specifically caters to rich people in there 30s and 40s. Gotta dress business casual to get in, but man, it's like shooting fish in a barrel in there.
Hotel bars, lounges, cocktail nights at museums, salsa/swing nights, jazz clubs, happy hours etc. Most cities have at least 2-3 unofficial cougar venues.
Old folks homes.

One place they definately congregate is private clubs. Try and get access to one.
After hour partys
cafes near office buildings

Business parks, Starbucks at lunch time. Ross, Bed Bath and Beyond. those kind of stores
